How does America treat is "descendant nations"?

Scenario A:

 

If, in the future, the Americans find several nations on another planet, which already know that they are descended from American fanbases who "illegally" escaped Earth centuries ago, how will the actual Americans treat their "descendant nations"?

As renegade countries that need to be conquered back into American authority?

 

Or as already-independent nations, even if they haven't sent their diplomats or any messages to notify the arriving Americans?

Scenario B:

There is already an ethnic group that addresses itself as "Americans". Unlike most other groups who settled on the planet, this particular group of Americans chose to retain their original culture and identity (even if it appears "anachronistic", e.g. 1950's-influenced, but not in an "isolated" level that they reject all modernized technology).

 

How will the spacefaring Americans treat their "anachronistic", nativized counterparts/cousins? And likewise, what will the "settled" Americans view their looming counterparts from the spaceships?

 

(I am doing this because I am writing a semi-military science fiction story; and I'm curious)

I am curious to know why it has to be Americans specifically, because it doesn't make sense every time I try to go over it. If humans ever colonize some expanse of outer space to the degree that a settlement has its own colonial government it will be on a planetary scale. For example this has been a frequent question about Lunar or Martian colonization, If we set up colonies on the Moon and on Mars our authority on Earth (unless Space Weaponry catches up in time) is limited to what's written down on paper. (This subject is actually covered in an Episode of Star Trek which takes place in the 2210s) The "Declaration of the Martian Colonies" etc were documents that extended the Bill of Rights to apply to Humans living off Earth. Now, If we ever had colonies on Mars and they rebelled against their government on Earth. One of several things could happen but only depending on how far along technology allowed. Generally speaking when a colony tries to break from its sovereign a war is imminent. The reason is not always about control but rather on resources. When we broke away from the authority of the British King, Britain over the years ... in effect had "invested" a great deal of time and resources in this relatively new part of the world. No Empire can afford for any of its colonies to break away because of the factors involved. It makes the crown look weak to the rest of the world if this action goes un punished. It makes the Government look weak. If the Human colonies on Mars tried to break away whatever their reason (lets say its the same reason America decided to break away and it was Taxation without representation) Earth would send its forces to knock the colonies back in line. If space weaponry has caught up to the time this is happening we are talking about a planetary war on par with Star Wars/Star Trek kinda stuff. The problem with a sovereign trying to knock colonies back in line with force is that it has the potential to backfire. WE THE PEOPLE could very well still be subjects of the British throne if Parliament had given us in America more representation. (and then the course of history could very well had been different, The British Empire might still exist.) But by the time The Declaration of Independence was written.... the colonists had enough. The second route would be the opposite and we listen to the colonists on Mars and try to adapt to their needs easing the need for rebellion. Generational gaps can also be an important factor. Lets say in 2014 there is a fully operational Human Martian colony. And you were one of the first individuals to move there from Earth. This means you know what Earth is like and therefore more likely to respect the authority of the government on Earth. Lets say now its 2030.. and your children have never seen Earth except from in space and all they know is Mars.... they do not have the same ties to Earth and are more likely to be intensely loyal to a movement for Martian independence. You should consider changing the narrative of your story because once we leave the atmosphere Nationality/Race/Religion/Skin Color don't matter in space. (Star Trek was the best example. White Guy, Black Woman, Russian Guy, Japanese Guy and an Alien, all on the bridge together on the same side.)

Lets say now its 2030.. and your children have never seen Earth except from in space and all they know is Mars.... they do not have the same ties to Earth and are more likely to be intensely loyal to a movement for Martian independence. 

Ah, that. In this scenario, the peoples of the "descendant nations" already declared themselves "independent" from American rule, from the moment they step into the new world.

 

Now, would you like to answer my second question?

That question is mostly about how a Technologically advanced people appear to people still sticking to the basics. (Think of how Amish people look at us but take the factor of religion away). Any number of feelings could arise. However in your scenario these two groups share a common lineage. In my experiences with history 1 of 2 things will happen. The lesser developed of the two will be reeducated and redeveloped by the more developed. It is difficult for me to imagine how a civilization away from earth would stagnate while earth continues to advance but this is your story. Alternatively, the lesser developed group could come to resent their cousins so to speak. Feeling that their technology has caused them to abandon their history and that, in being less developed they are more "pure" so to speak.

Well, that's due to isolation caused by: malfunctioning teleporters (from Earth to its colonies), and still-primitive spaceships (only capable of flying to the nearest star system, mostly from Earth and nearby stars). Without access to the advancing technologies on Earth, technology on the aforementioned planet remained somewhat stagnant: e.g. if Earth is 23nd-cent. level, Planet X would be that of the previous century, unless some geniuses use certain plans to advance their countries there until the teleporters reactivate or quicker transgalactic space travel is finally developed.

Now, here's the third scenario:

 

Nation X is plagued by terrorists who want to force it and its neighbors to become "re-Americanized", because of their beliefs that "subcultures are bad", and other archaic stuff.

 

How will the real Americans respond to this situation?
