Because if Luna and Celestia are just principals, then who's the mayor? Pesident? Superintendant? Other high school principals? Rulers of foreign countries?

Well, I think Luna and Celestia were just made the principles so they could have a role in the movie. If they were the president then they probably wouldn't have been shown as much, if at all. So what I'm saying is that the other positions could be anyone really.
