In this game you must overpower one's meme with ANOTHER MEME that is better. Don't get mad cause it won't likely end with someone having the best meme. To make it simply post memes and do what ever

To hold up to the rule that "you must overpower one's meme with ANOTHER MEME that is better" there must be any meme to begin with. But you didn't provide any. So there might be a problem with "priming the pump" of this fun unless you do it yourself.

 

Also, how to find out which one is "better"? Who is gonna judge that??

There's no such thing as "absolute better". One needs to state some criteria first: better in what?
