Animation team jokes

Watching the show, I'm wondering how much of the visual gags were thought up and put in by the animation team rather than as something the writers or producers came up with. I'm guessing that the animation team are the ones who come up with a lot of the non-spoken jokes and sillyness.

 

Is there anything confirming this theory?
