Also, I prefer if we keep to TV evils and not Movie evils.

Olay the obvious answer, Scar from Lion King. But in his defense, past his plot to kill off his brother and nephew, I think half of the things in that movie would have happened is Mufasa would have just givin the hyenas some food here and there.

1. Scar was originally named Taka before he got the scar. Taka literally means garbage. No wonder he's evil. The hyenas were just useful idiots (Literally and metaphorically).

2. Cruella de Vill was pretty evil, but at least she wanted a coat out of it.

3. HIM. What did Him want? What did Him do? He tortured and toyed with little kids, tried to turn them against each other and break their minds, ect.

There was a time, back in the eighties, when the producers of a certain iconic cartoon had to tell the writers to tone down their primary villain in one episode, commenting, "He is not Satan!"

 

Maybe not, but he's so very close.

I like how a lot of people are mentioning Scar when there have been very in-depth debates about whether he was truly evil or was just in disagreement with the way Mufasa ran things and took action to right what he considered wrongs.

Oh boy... the problem is that 90% of the cartoon villains I know don't make it up past a 6 on my 1-10 evil scale. Mostly due to what's allowed to be shown to kids. Most of them come off as goofy, to having very base desires. They rarely succeed, and thus they don't feel like a threat.

 

That said, from my childhood I do have one suggestion that feels like he surpassed most of those complaints: Megabyte.

I know who that is but * if I can remember his name or the program.  Was it Reboot? He was the more important of 2 bad guys & the hero had to win the computer game to stop him.  Yes, he was one of the few kid cartoon bad guys w a 3 digit IQ & reasonably competent.  Also, the bad guy from the 1st season of YuGi Oh, the one that Yugi faced in the last match of tournament at the end of the season

   It is obscure, but Steele from Balto, is a devious character, more prone to flaunt his vanity than to service others, and the contempt he had for Balto, for he was wolf hybrid, at least in the context of the film, the real Balto was all Siberian husky, but the thing that made Steele truly evil, was the fact he could appear to be good, for people and other dogs, although he is doing it for histrionic attention, his pride was too much, even for Steele himself, finally, he was willing to sacrifice the lives of children stricken with Diphtheria, just to keep Balto and even his sled team from delivering the anti-toxin to Nome, he even lied to Jenna and other sled dogs in order to keep face, yet it is the fact he sabotaged the sled team from its mission, just to keep all of the glory to himself, was a real act of perfidious sinister intent, while appearing to look like the defeated hero, until he was exposed, and Balto finally got the respect he deserved, so for me Steele is a true evil character, he did good deeds and hid his machinations from people and dogs, it reminds me of a quote from Jean Luc Picard, "Those who who cloak themselves in good deeds are well camouflaged."

I wouldn't call that evil, just douchebaggery. He was good at what he did and people loved him for it. He let it get to his head though so when the time came to do something important he choked and failed.

 

He is an antagonist, but not really a villain. The bear is more of a villain for the simple fact that he mauled Jenna and Balto for no apparent reason.

Another guy I forgot to mention is Slade from Teen Titans. He constantly hid himself in mystery through a mask. The Titans could never seem to fully defeat him no matter how hard he tried. Heck, even when they did kill him, Robin breathed in dust from his mask and started seeing Slade everywhere in one of the most horrifying episodes ever. This guy freaked me out as a kid and he still kind of does now. He also controlled Tera when the Titans finally got her to join their team. Yeah, breaking up the relationship she had with Beast Boy.
