Is Sunset Shimmer the Worst Major Villain?

To be honest,she was "meh" for me. While she was a major threat throughout the movie, she felt more irritating than evil. So it's a give and take, I guess.

Yes. She was a very generic, uninteresting villain. Even worse was her shallow "redemption" at the end of EQG.

Nightmare moon had a very good backstory. Being ignored all the time makes you go evil at one point in time.

And with 100 year on the moon you got time enough to plot your revenge.

Discord is just evil.

 

And taking over Equestria under the nose of the ruler without her noticing is sure worth some points.

Well, I like the new Sunset, she actually has character development. The only other villains who had that were Nightmare Moon(debatable as she was just smashed in the face with the Elements and we didn't see the transition) and Discord.

Regarding Sunset's plan, her plan presumably was to steal the crown, and have 3 days to build an army, before taking them through the portal. She had to improvise a new plan when the crown was taken by Fluttershy to Luna. This was probably the absolute best she could do, given the circumstances.
