It's all circumstantial evidence without any eyewitnesses to link Sunset to the evidence. Flash Sentry could have well been implicated as the master mind with one believeable eye witness testimony linking him to doing an eleaborate setup on Twilight to win her over with his white knight play and pin it all on Sunset Shimmer. The guy has a history with her anyway.

I think the real question is, how come Vice Principal Luna didn't realize that the pictures were obviously cut and pasted. I mean, really! Come on! It's not even Photoshop!

Likely it would have been passed off the Snips and Snails. That was kinda their point in the movie, to be the fallguys.
