Where do I start.

The legs are pathetic, the eyes are creepy. The nose looks more like a pigs nose than a ponies The body is totally without proportion. The mouth looks like he tried and drink white paint. The wings are totally misplaced. The tail is totally misplaced.

Overall he looks like a cooked wild hog that tried and drink white paint.

Here is a basic tutorial that will at least help solve the proportions problem:

Also if you are going to draw in paint then I suggest you either place one pixel at a time or use curved lines.

Please do excuse me if I sounded mean, I really didn't meant to.

You have certainly improved since the last drawing! There are still odd things about it, but why on earth wouldn't there be, you're just a beginner. For a beginner, you're doing well in moving up on the quality level! I would suggest that the wings would be the next thing you could work on...to be honest they look like...I actually don't know. :P I hope that helped - I can't bear it when artists don't have the ability under their fingertips that they could have! I hope that you'll keep working, because I know firsthand how much better you can get from first sketches like this!

Thanks guys it mean a lot to me and like I said I practice everyday when I can and  I take my time! When I can draw other times I'm at work stocking shelves for 16 years at an auto parts store O'reilly's !
