13 years would go by until we finally got that closure in the form of "The Jungle Movie."

Then why would "The Journal" which, is considered the series finale be aired in November 2002?

Yes, "The Journal" was the final episode produced and the intended finale. However, Nickelodeon was randomly airing the final Hey Arnold episodes out of order between 2002 and 2004, resulting in "Phoebe's Little Problem/Grandpa's Packard" being the "last" episode aired.
