      i do care if i'm playing online i don't care for Single Player.

      What I'm saying is, 60 should ALWAYS be the most desirable frame rate for a game, especially if it requires fast inputs like a racing game, shooter or fighter. 30 is fine for TV, not something that expects input from a user.
