The only flaw, which is only a flaw if you want a character to use in multiple RPs, is that this sounds more like the premise of a story rather than a single character.

I was actually going to make a more detailed backstory, and have her end up as a companion to one of my other OC's.

In that case, I could see that working, but it may be difficult to write that in a way that makes sense to the characters intention of creating a "safe" world.
