Pretty much, Twilight seems to think that Spike dosen't have much of a shot with Rarity and she may be right. If anything he would probably have more of a shot with Sweetie Belle.

That would be cute but I get a sense that she is the youngest out of the CMC

She might be the youngest but we don't know that for sure and even if she is with just how long lived dragons are she may reach puberty long before Spike does.
