      Does the fact that she has less development than Celestia count? As SA, nothing for him except for the fact he called manly tears "liquid pride".

      No, less development isn't a "flaw". A flaw is a fault. For example - AJ is stubborn, RD is arrogant, Rarity is vain/dramatic, etc. Cadance just hasn't had much development. That's not a character problem with her.
