Here's the thing that make FIM's situation unique: Studio B no longer has to follow orders from Hasbro - at least, not half as much as they used to. In fact, the reason why season two was more individual-based, with more jokes and pop culture references was all due to Studio B using their own methods in producing the show rather than being asked by Hasbro to do so and so. The stuff with Ditzy Doo given the name Derpy (officially)? Also the result of straying away from the Educational/Informational tag that Hasbro implemented in season one. Since then, it's been more enjoyable (at least personally) as now they have a lot more options to go to and more ideas to better utilize when producing episodes.
That said, now that they've allowed Studio B to run their own course, we can expect a bit more content (even more so from season two) geared towards the older parts of the fanbase - they did something similar with the PPG when Faust was still working on that, but the main message of this show is to make friends and try to get along with everyone. For it to constitute a Y7 rating would require every episode to have some sort of content that was demonstrated in the season premiere or finales, like the battle with Chrysalis or even Discord. Remember this isn't the Powerpuff Girls despite the couple of similarities between the two here and there - the ponies try to learn things about themselves, their friends, and the world around them by problem solving and trying to understand each other, not beating up baddies and sending them to jail. Even though that's occasional, but again, not enough to give it a Y7 rating.
