      Still can't cast that on my turn with Dromoka out.

       

      Besides, if I'm running a Storm deck, I have blue for some counterspells of my own.

      My point is, I'll use Time Stop to 'counter' Dromoka so it can't reach the field in the first place.

       

      I haven't actually played Magic for a while, so I don't have any particular deck in mind at the moment. Let's just say it's a generic Blue deck full of counterspells. Actually, generic Blue-White deck since I like White just as much.
