Watch Dogs on the PC is horribly optimized and will not work as expected on a lot of PCs, especially those with AMD GPUs as AMD was not allowed to see the DirectX code for Watch Dogs, ergo they were not able to release drivers with proper optimizations for the game, and even on nVIDIA the game's performance pales in comparison to even Dark Souls II as it's unable to maintain 60FPS on Ultra even on a beefy PC. That, and apparently it crashes a lot.

^This or Ubisoft is some lazy arse delelopers. They look like the new EA now. XD

Ubisoft Montreal hates the PC for some reason. At least The Division is being handled by Ubisoft Massive, who knows how to make a PC game.
