they are two different things, valve make the games and servers, they use steam to sell the games and get people on the servers, they also don't charge because people pay for their own serers

Steam is a PC gaming client owned and developed by Valve. It has been since it first was a thing.
It's a client to sell the games and load them. If you look secure servers are VAC, valve anti cheat, not steam.
