He absolutely is once the ponies, and especially Rarity, break through his cold, self-serving ways. It’s his true personality that’s he’s buried deep for the sake of self preservation. I can go into detail, but I don’t want to spoil if you’re not okay with that.
I gotta say though, even though he was trying to butter them up at the time, he straight up refers to Rarity as a “dazzling beauty”.
