Sliver Marcato used to have one that did just that. It rotated not the just image, but the background and various text fields. I believe it was done with PHP with different variables.

You'll have to ask him about it more though. Unfortunately however for him, the site that he had it hosted on went down, and he said he did not make a backup of the file. He also said that he's learnt his lesson the hard way now. :3

The rotator is easy. Making it work with IPB is the hard part.
