Now that I'm on PC, I can tell things have changed. The minimum recommended 350px height is now 200px. That's how many vertical pixels are shown on PC at maximum site width. I remember users reporting, that the banners got smaller after one of the forum upgrades, this is still true. 

The smaller the view, the more vertical pixels will be revealed, but it's recommended to keep the most important things in the first 200 pixels, as that's what users are guaranteed to see. Everything past 200 pixels will be only visible if one clicks the banner to expand it, or if they are on mobile (or laptops with small screens etc.) like I mentioned earlier. 

Of course, this is assuming your banner will have 1310 horizontal pixels. That is still the relevant maximum width, that will ensure no quality loss when viewed on bigger displays. Also keep in mind, that if you'd use a banner with, for example, 1000 horizontal pixels, the banner will be scaled accordingly, so the first 200 vertical pixels will no longer reflect the actual 200 pixels on canvas (actual image).  If the template would be scaled down to 1000 width while keeping the aspect ratio, the green box at the top (that everyone is guaranteed to see) will still be correct and can be used as a reference. 

So for the most part my template is still valid, but the top green area should now be 1310x200 instead of 1310x350. Everything past that point, not everyone will see it at first.
