Nah, when dialup was first offered it topped out at 1200 baud. And I MEAN topped out - 600/600 full duplex was pretty common, and asymmetric 300/1200 (aka "prestel mode") resembled modern ADSL, just much much slower.
FAX is still 14K I think.
56K is a weird thing; it isn't possible to use a 56K modem to talk to another 56K modem at that speed (it tops out at 33.6) - in order to get 56K, one end has to be on an ISDN line (64K, natively)
