Is brohoof abuse against the rules? (massive brohoofs to everyone)

Well I can understand brohoofing the same person multiple times can be annoying, but there is an option to disable brohoof notifications so maybe it's not against the rules. If so, I'll be doing it more.
To let them know you read/like their post of course. I only brohoof if I'm conversing with them or if I like their post.

I know that but I was told that users shouldn't be disabling the notifications only because one user is brohoofing many of their posts
