It probably wouldn't be too hard to do in downloadable software like game maker, depending on what sort of game you want (FPS style would be pretty much impossible, platformer/R&G very easy, text based might take a while but would be easy to make).
It really depends how good you want the graphics, how long you want the game, and how long you're willing to spend on it. For a basic game that can have fairly good 2D graphics if you're good enough at drawing Game Maker is good. If you want something a bit more complicated or with 3D graphics Unity might be a good engine.
