  She's a background pony they use as a cut-out, as a place holder. The colors she's wearing remind me of Daisy, from Ponyville.

  "Daisy" is simply a character they use to fill a scene and last I checked, in reality, many people look the same and have the same names so. She may be one of Daisy's grandparents or some on that simply haa the same colors. After all, the rainbow only have 8 colors and 20 noticeable tones of brightness/darkness. 8x20=160, not that many variations to pick from, not including gold and other shiny colors which amount to 320 variations.
