It's soundtrack to a game "ArmA" ; although it really goes back all the way to "Operation Flashpoint" ; it's a czech developer (bohemia interactive) and I think it's also been written / composed by them.
Shouldn't really have arabic influence, since the first game (where the song, or at least its theme, was born) was about the cold war, usa vs russia.
But what do I know, maybe the composer took some inspiration there xD
