yes but how can that system judge its self in order to do that it must ether become a higher system or be infinite

It works by filtering out the passionate from the rest of society and leaving no temptation to go any higher than where they are at. The people at the bottom judge the people in the middle and eventually force themselves to the top to correct it, but only it. The middle is supposed to contain all the personal wealth and power, but still be capable of losing to the people as a whole.
