If digestion starts on the tongue, does that make anyone who kisses you a cannibal?

No, as you are not eating parts of the other person at all.
Whilst digestion does start in the mouth, by way of enzymes alpha-aylase and lingual lipase, the interior of the mouth is not affected in any meaningful way by the enzymes (especially as it's the act of chewing that kick-starts saliva and enzyme production).

Still no.
The concentration of enzymes in saliva is very low- 99.5% of it is water, and the enzymes make up only a small proportion of the remainder. As a result, it requires a large surface area to volume ration for the enzymes to be effective, which you will only get as a result of chewing.
Basically, if you aint chewing, you aint digesting.
