I am just a skeptic, because 'evidence' has multiple interpretations so i need to see first hand accounts, not people already summarizing it in third hand.

But I think it also makes sense if she is a Translator, because Papyrus is the only untranslated character (no asterisk) So it could be frisk was reading his handwriting at his sentry station. It also explains the mysteries on new runs, where you know his 'sentry station' is actually a hot-dog stand but chara didn't know, when we would expect them to because it wasn't your first run.
