It's pretty easy to mod a PS2 version of GTA San Andres today, a PC will likely handle it better though because it's a lot more powerful than a PS2 but it's very possible. Also it would just be more convenient to mod from PC as the procedure from PC to PS2 modding is just a longer process to getting the same result. But if you don't have a PC that's powerful enough for GTA San Andres you can very much mod your PS2, not sure about PS3 or PS4, I imagine it's harder than modding your PS2. 

@Vulon Bii I'm not gonna try n' change your opinion, but you seem to be taking mine as though I'm saying it's how it should be.
I'm not, I personally find it more comfortable to play 3rd person games on a console.
That's not to say it's better, just that I find that more comfy.
