Maybe the leader is a descendant of those long ago who wants to be the king/queen of the land through conquest. My country had wars and conflicts many years ago so the team's motive would be similar to them.

Yeah, I already know what the Evil Team will be. It's pretty much all but been confirmed too by what they've already released.

 They're a huge, Elite government-ingrained, cultural-shaping shadow government. They've wheedled their way into being such an important mainstay of the region that no one would ever dare question their ethics. They head the Gym battles and Pokémon Battling Sport that has become so famous that its a way of life for Galar. You're basically fighting the Government itself.

 They unveiled two characters a while back (who's names I can't remember) this finely primped & fashionable lead of the battle league committee & his equally intimidatingly fashionable secretary. Who a lot of people have pointed out just ooze evil intent! And really, you going to trust the guys who control the capacity to turn your pokemon into fifty-foot unstoppable kaiju monsters?

 Oh, and that map dominating gothic dragon castle who's wings blot out the sky? Yeh, my bet is a dragon type themed villain team. There is no way you build a castle that eye-catching and not have it be the centerpiece of the plot!!

Geez, Louise! Now that's an evil team when I see one! Looks like it'll be up to us to reform society in the Galar region.
