What if normal deer just aren't "unique" enough for FiM?

I guess it depends on which deer you refer to. The reindeer from the Christmas special are obvious, but the regular deer from the comics are not magical. That said; the magic they use is similar to that of Zecora's where they use potions; only their magic affects nature. You see the little barrel-like thing around the young deer's neck? Most deer have something like that which contains potions.
Note: That deer in the second image has the glowing horns; that detail wasn't present in the original deer arc so that may or may not be a mistake.

@Tacodidra which is why i said that maybe they just have empty platforms, and the ponies up there are modeled after how it looks when ponies use it, not when empty

Fluttershy didn't really want the shelter until she saw how overcrowded the vets was though - it is a point solution, not a goal, and a single episode was long enough to conceive and achieve that solution. Twilight originally just wanted to please celestia; after she got her wings (which wasn't a goal) she wanted to be princess of something, rather than just "generic princess #4" and self-selected "princess of friendship". The school is basically a tool to extend friendship lessons wider than just Starlight and the CMC, but you could make a good argument that THAT is the goal of the Tree (and Map) not necessarily of Twi herself.
Fluttershy's goal *could* be "look after and befriend all the animals" and you could say she has this as an ongoing success at her task-style goal (her failure at the GGG aside) like pinkie. AJ has a similar, ongoing task-style goal, leaving only Rarity and Dashie as having "past the flag" goals ("making it" in the fashion world, and becoming a wonderbolt, respectively) and clearly have achieved those goals.

Not sure I would want to see the mantle passed so literally though - I know that there is a strong correspondence between things like the challenges the tree set them and the current Elements, but with the Pillars we know that we don't need to have the exact same elements each time, and I would like to see the Tree produce new elements, one each for the young six, so they can carry the torch outside of equestria (as the school was meant to enpower them to do) rather than replace the existing mane 6.

@Lord Valtasar That's an interesting question.
Cranky had a lot of problems with his... Maybe RD's wig is higher quality, or it could be pegasus magic. Rarity's wig didn't work either, but then again it was made of clouds... 
@The Recherche Rainbow Dash is more like her G3 version than she'd ever like to admit. They don't call her Rainbow Fash for nothing!
