So, technically speaking, aren't all Estimates Lies?
Because, say in my example, if you're told to write down the time of when you expect to be back... and inevitably there are delays and unforseen circumstances that cannot be foretold in that Estimate... are not you technically lying? There's only so much one can do to state "Project will take such amount of hours & such amount of minutes" but one cannot feasibly map out every span of time it takes to gather accouterments or the time it takes to say things.
Well, I mean, you COULD, But that would take more time in doing than the actual projected project. And that would be Silly.
I may not like Math, but I do like Silly!

"I will make it back within two standard deviations of my normal return time" should cover it accurately. Alternatively, you could contest that your break time, being the time you spend actually breaking from labour, doesn't include the time you spend vacating the labour locale.
Your third option is stealing your manager's skin and changing the rules before anyone notices it's gone.

That's the beauty of the plan. They can't convict you if the crime is so horrific that the law can't even begin to describe it.
No doubt time naturally consists in the spans between events, but its 'between-ness' is easily adapted to co-exist with a description in terms of an external system ('8:32am' as opposed to the more natural 'two and a half hours since the sun rose') by adding a baseline reference time and coordinate increments. The artificial and the useful are often two sides of the coin that humanity made for itself.
