Debatable; While her parents clearly care for her, they are also career-orientated and care less about her than that (which apparently she accepts) and totally failed to take the life she has built for herself (and which they weren't a part of) into account.

Her Aunts clearly love her though (and I suspect their decision to move to ponyville was entirely due to the events of the episode; they are obviously willing to commit to caring for Scoots when her own parents aren't)

so +1 for the Aunts, -1 for the parents.

But anyway, all of this is ultimately the show's staff's fault (they waited too long with this issue) and a necessary step to explain everything quickly.

yes, the same exact reasons wouldn't be as bad if the absense wasn't as long, leaving your kid for a week or even a month home(and having the aunts make sure she's ok) is one thing, doing it for years is quite another
