Any GPU you can buy today has an HDMI port on it. Plug that into the TV, get a wireless keyboard and mouse, get a controller if needed, and there you go.

Oooooh, I like this plan. Might have to work towards this goal eventually now that I have a better job.

On the other hand though I should probably just go ahead and save for a good desktop. I’ve been lacking a place to work on my art since my last computer died.

So I should probably just work on a gaming/artwork computer.

Okay, so, my local library retired their Dell Optiplex 780 mini towers and I got one for 20 bucks. It has everything short of a hard drive, has 3.5 gigabytes of memory, a solid Core 2 Duo CPU, and a power supply of 225 watts.

I want to turn this thing into a budget gaming computer for my sister as part of her birthday present, but between car repairs and school payments, money is kinda tight. I know the PSU is going to require replacement, but can a PCIe 3.0 video card operate normally within a PCIe 2.0 slot (both x16 size)?

I heard that it does, but I want to be aware of any bizarre side effects.

Yes, PCIe 3.0 is backwards compatible with 2.0.

I do not play that many games anymore, but I only use a PC. In fact, I had a console (a NES clone) rather briefly, mostly I played PC games. Playing with a gamepad feels awkward to me, I am more used to keyboard+mouse.

RAM: 16GB Crucial Pro DDR4 3200MHz (x1) (Was supposed to be 32GB (16GB x2), but one of the sticks was faulty and prevented the motherboard from booting).

Why 5th gen Rzyen and not 7th gen? If you're building new, I would have done that, and you won't have an upgrade path for your CPU.

The 5800X3D and 7800X3D are about the same MSRP still, newegg is having both on sale for $309 and $369 respectively currently. I would have spent the extra 60 bucks and gotten the 7th gen, you would have a big upgrade path for at least a few years. But since you went with AM4, you'll likely be on that 7800X3D for the entire lifespan of your PC. Also, starting off with the highest tier that isn't workstation like with a 5960X or 7960X is kind of overkill imo. I would have gone with a 7600X or 7700X. Save a little money, then when you need to, upgrade to a 7800X3D OR, when it comes, a 9800X3D, since right now AMD just released the mobile 8th gen Ryzens. AM5 has been out since 2022, and is pretty affordable now. You'll still get a lot of juice out of that build for at least 5 years but having the future proof is nice. I started off with a high-mid range 7600X to save a bit of money, I can run everything new just fine. And I have a long upgrade path.

I was given an i5 9600K because the person that had it didn't know what to do with it. So I made a secondary gaming rig based around that using spare and used/second-hand components. 

It'll currently run any games that the Arc A770 I have doesn't run well, if at all.

If you install the back cooler to bring the air outside, you have a proper air flow

I have like.. 2x 20cm Fans at front to push air in, the one at the back (same as i marked yours) to push out and also an AIO (water cooling) to push air out too

If you have a rear fan and only one CPU heatsink, it's actually more efficient to have the fan on the front of the heatsink, because it will push air through it, and out the back fan.
