We all know who Discord is. The reformed Spirit of Chaos with a cunning demenor and has became an ally to the mane 6 and Fluttershy's sidekick of sorts. He has dialogue so vague that you can't tell if he's for real, or is just screwing with you. But there maybe an entity more powerful than him. One that can only be seen inside your mind.

 

Bill Cipher from Gravity Falls is an omnipresent Dream demon who first appears in episode 19 "Dreamscapers". Whereas Discord is mischievous, Bill is sadistic. He won't hesitate to get inside someone's mind and tear it appart to the point of death if he wanted to. He can rip people's souls out and possesses their bodies, the only way he can interact with the real world. And he can make you question whether everything is real, or just a creepy illusion. 

 

So this begs the question, who is superior, Bill or Discord?

The worst Discord has done mentally was turn the mane 6 against their elements. I've never seen him use say, Fluttershy as a controlled puppet doing his bidding.

Bill Cipher. In my opinion I think that he's much more powerful than Discord. If Bill can mess up with minds, possess bodies and knows everything about the world, then I'm sure that Discord wouldn't stand a chance. Plus, I think that he's more humorous.

I prefer Bill as a villain. He's on the same scale of importance/power as Discord, but can show up whenever and does some freaky shit when he does . The stuff he pulled in Sock Opera really went above and beyond anything Discord's ever done, and really sold Bill as a something completely alien.

 

They both have amazing voice actors, though

I love both characters, but my vote goes towards Bill Cipher. I find him to be a much more threatening villain due to the fact that he appears all over the show (all the symbols and whatnot), he has a lot of power, and he's just an intimidating guy. It's also worth noting that he wasn't defeated in Dreamscaperers; he just lets them off the hook and says he'll always be watching, which is creepy as heck.

 

Like Discord, he has a playful side, and I enjoy their antics equally, so...uh; yeah. Still, Bill Cipher gets my vote.

But Bill Cipher, he's threatening, more sadistic overall, and a joy to watch. Discord is great and is in my top 3 mlp characters but Bill is downright insane and will do anything, no matter how deadly to others to accomplish his goal.

I love both characters but Bill Cipher is the more insane and downright evil character out of the two.

While he can be pretty funny at times he can be absolutely horrifying and downright menacing at times.  Bill also is a freaking demon! Seriously while Discord I enjoy more as a character, but as an evil monster I would have to say that Bill Cipher is better in that regard.

Like basically everyone else, Bill is better than Discord from what we have seen in both shows so far. I meant Discord is interesting and all, and can manipulate with reality easier than Bill, but Bill, from what we have seen so far, is a trickster and well, we really don't know his motive are compared with Discord. In one episode, one of the journals says that he was deceived by someone (probably Bill) and and in Dreamscapers, the third journal says not to trust Bill and never to summon him. Discord... evil but one can play mind games with him to reform him.

After readying some of the comments here, it seems to be a general consensuses that Bill is better than Discord, based off the fact that he is more sinister than Discord. While this is true, I feel that isn't a fair means to say Bill is better on the grounds that he would actually kill while Discord would not. Seeing how both shows cater to a different audience, Discord is unfortunately tied to a audience that would be to young to handle the kind of violence that Bill could muster, with that said I feel the deciding factor should be left up to there powers and powers alone. Which of the two is more powerful in terms of raw power? Now many here would probably still chose Bill, but you have to take in numerous factors first, though powerful there are a lot of limitations Bills powers possess that Discords does not. First of which is his manipulation of the mind, before Bill can enter someones mind, he has to make a deal with them to do so, while Discord has shown no such limitation do to the fact he flat out brainwashed Fluttershy in "The Return of Harmony".

 

Secondly Bill seems to not be able to fully cross dimensions, though his spirit form can, it would appear his physical form requires someone from that dimension to open a portal to allow his physical form through, where as Discord can just flat out tear open portals to other dimensions at will, heck he lives in another dimension anyway. Lastly Bill seems to have a limit to how far his weirdness can spread without his influence as well as how far he has to be from someone to effect them with his powers. He seems to need to either be in close proximity of the victim or requires something he made to spread his weirdness, my reason for believing this is because through out the Weirdmageddon trilogy he either had to use his minions to capture, trap and or kill his victims as well as various other items to spread his weirdness. Heck the initial wave that effected the entire town was caused form Bills dimension leaking into Gravity Falls, not Bill directly, also he had to physically chase down Dipper and Mable to capture them instead of just snapping his finger and bringing them to him as well as leave his castle to fight the Mystery Shack Robot rather that effect it from a distance.

 

Discord has shown that if he wanted to he could spread his chaos globally while he remains comfortable in his thrown in the center of Ponyville, he can even manipulate celestial bodies without having to leave the planet, which if I am not mistaken about Bill, would require him to atleast be in space before he could manipulate them. Also their weakness while both somewhat difficult to pull off, Bills weakness is a lot more flexible than Discords, and here is why. The Zodiac that suppose to be Bills ultimate weakness, though the people who represents those symbols were destined to be there, the symbols themselves are vague enough to where anyone who meet the symbols meaning could be used to activate the Zodiac where as Discords weakness (which is the Elements of Harmony) are entirely linked to destiny, meaning only ponies fated to bare those elements can use them. Meaning that if Twilight and her friends were to pass on, their connection to the Elements would be broken and they would likely be turned to stone until the next bearers were to be born.

 

So as my final verdict, I say in all fairness they are even, even with Bills limitations, they are both reality benders and could likely cancel out anything the other does, its just that when it comes to Discord, he would have little to no limitations while Bill would still have restrictions. Also I would like to point out that a spell made from a unicorns tears and hair was strong enough to stop Bills weirdness, meaning that it would be almost impossible for Bill to spread his Weirdmageddon through out Equestia do to the plentiful supply of unicorns, where as a great amount of magic is required to stop Discord. It took Tirek draining all the magic in Equestria as well as the magic from 5 of the 6 Element Bearer, before he was able to steal Discords magic.

I've always viewed Discord as more Chaotic-Neutral. He wants chaos, and doesn't care if the impact is positive or negative.

Bill is Chaotic-Evil, 'nough said.

 

At the end, it depends on what the OP means by "superior."

Superior chaos? Discord, because he's not limited to using chaos for evil, this opens up other ways to alter the world chaotically that may have a positive impact in the end.

Yes, Bill Cipher CAN turn Discord into stone, but evidence leads to that disharmony is enough for Discord to get out of that. Remember when he broke out after a simple arguement between the CMC? Bill is basically all about disharmony.

 

If we base this off of weirdness, yes Bill seems to be limitless, but we haven't seen an official limit on Discord either. Discord could potentially make Bill Cipher discorded if he REALLY wanted to.
