Shaman are ponies (or zebra or buffalo) that spirits know they can talk to and communicate with. Whether they like them or not, a spirit knows that a shaman understands their way and intent, that their words won't fall on deaf ears if said to them. The boars aren't just not attacking that are holding still as if frozen in time. I do know what you are getting at though, it lets back in some of the Pre-War "magic" for lack of a better term. That mystical element that makes Equestria wonderful. A ) Fallout is built on comedy contrasting with it's bleakness so it's not out of place. B ) I'm not protesting to pirates. It makes sense.
