I am pretty sure you can bribe some of the guards with higher seniority for access to the safe and/or knowledge of it... The ponies in the tank are followers of a much larger group of lunatics known as Salvation . the scientists belonging to the faction had developed a dispersion unit for spreading the virus and merely attached it to the tank. They aren't affiliated with I.D.S in any way, they simply believe that only through the spread of the virus and the embracement of it will bring salvation to ponykind, they also are good at brainwashing. I turned it to self-destruct on the player's toon in another RP...
