Banned for oversimplifying - Trixie has almost no magic (although she can now do teacups, after Glimglam taught her that one) and can't even find the link with the gap in it for her escape act. But in general, earth ponies only have innate magic related to their cutie mark (that is, magic that acts on themselves) and all unicorns can at least levitate small objects and so forth.  Pinkie seems to be an exception, but then, pinkie is ALWAYS an exception.
