I found it from 4chan, of all places. I sometimes tend to visit there along with Pixiv and DeviantArt so that I can look for Mienshao fanart I find to be adorable.

 

From what I could gather, this avatar was made for this random event called /vp/'s MS Paint Day, where Pokemon fans gather and draw a new character daily. Mienshao happened to have its own day during that event, and the avatar I'm using is one of the entries. I've chosen it as my avatar as I love Mienshaos and I love tea.
