Thats cool. I wanna start digital drawing but I can't find the right programs

It isn't that hard but it takes a bit of getting used to a program. Photoshop is easiest and *Cough* Can be privateered quite easily. Heck, I think an earlier version of photshop is even free. From there it is just some technical basics(Resolution and other).

 

If you can't afford a drawing tablet I've conjoured up an evil scheme where if you have a cool mouse pad you flip it around so you use the sticky-ish side and then use your mouse over that. Your mouse then goes wherever you guide it.

If you want to try digital art, I recommend GIMP. It is pretty easy it use once you get the hang of it, has tons of useful tools and settings, and it's 100% free. People also recommended FireAlpaca to me, I have yet to try it, but I heard it's great. It is also free.

I rather hand drawing my ocs but I did my profile pic on paint (It's not the best but oh well) and I think with a little practice, you will be drawing like an artist in no time

I have a semi strict budget as well, so I've only worked with free software so far. So I only recommend free software.
