Have past banns been given amnesty since the switch to IPB 4?

I've noticed since IPB 4 that I can go return to profiles that were previously unviewable due to their ban. Does this mean they've all been unbanned since the switch? or has this only allowed their profiles to be seen? o_o

Pretty much the latter. From the looks of it members can now view the profiles of banned members, but the permanent site bans are still in effect.
