Sony Vegas pro 13 moving images by frame

I have this problem I had last time I used it, where I am trying to frame by frame it, but then the image jumps around when I don't want it to, seemingly inconsistently. Do I really have to throw an image in every single frame to solve this issue? Motion tracking has similar problems if I recall.

Took me like 3 hours to watch short tutorials and get 20 seconds into a 2 minute video for what I'm doing.
