I don't have a thing where I can post status updates

No, it is about your total posts. Increase your posts to more than ten, then go to the settings and you will see that option to enable it. Just like your signature which opened a little later than you registered to this site.

He can't because there is no bar to be shown to be enabled.

You may need to enable your status update option. I believe that there is a requirement for users to make at least 10 total posts in order to be able to enable this.

To enable, click your username > Account Settings > Edit Profile > Check the Enable Status Uodates? oval > save your alterations.

You may also need to refresh your profile page afterward.

Statuses aren't considered 'posts' by the system. They have to be topic replies or new topics.
