general questions "You don't have permission to give a reputation to this user"

Hi, I've just stumbled with something that first happened to be in these over 2 years since I'm a member. I've seen a post that I thought it deserved a broohoof, but got a disclaimer stating what's in this thread tittle  . Well, that was weird, as I don't think I had any issues with him/her. But when I've attempted to give another brohoof to verify what the disclaimer said.... it did give the brohoof . Well, that was certainly weird if I might add
