I voted Rarity since that curly goodness is great.  Rainbow's tail is really pretty too, it's so bright and cheerful.

Fluttershy's tail looks so soft but Pinkie Pie's tail is the fluffiest but I would say that is what makes her tail so soft and since Pinkie's tail is so much fluffier and poofier its bigger in volume so the softness of her tail would go down so much deeper Fluttershy's tail looks so soft but it's not as deep as Pinkie Pie's tail

Starlight Glimmer has the prettiest tail 

Pinkie Pie has the most cuddly tail

I personally think Starlight Glimmer has the prettiest tail it's colors are very bright and noticeable 

 

But Rarity looks just as pretty not just her tail but all of her

Starlight is best pony, but her tail is like third after Rarity and Fluttershy.
