People want to be feared because they want to have control over others. If people are fearful of you, they won't resist decisions you make or actions you take. Look at people like Adolph Hitler, Joseph Stalin, Pol Pot, The Kim Family, Vladimir Putin, Mao Zedong, and so on. There are countless examples throughout history. Authoritarianism, autocracy and totalitarianism are all tools that instill fear in the masses.

Anyone who wants to be feared is very likely like one of the people cited above, whether they are in political power or not.

If somepony wish to be feared it might be because they want to be left alone. Nopony will approach you if they are all afraid of you.

To love somepony and befriend them can end up hurting you. Some times, the pain will be too intense and they will prefer to not love again rather than take the chance to suffer again. So they will try to find a way to make sure nopony will approach them again.
