Getting back into it. Help with writing a chapter.

It has been almost 3 years since I last wrote a chapter for my fanfiction, I'm thinking about getting back into it. The issue is dialogue for the officer that is handling Twilight as she goes through booking. I want him to be of an arsehole that constantly insults and talks down to Twilight, but everything I could come up with has come off as weak or cheesy. If anyone has any sort of advice, that would be great.
