This is Vera Fervor, a bat pony of nobility, known to stir up some up trouble. Her Cutie Mark is meant to be a version of a Prussian eagle, never really cemented its exact appearance. If you use the sprite animation program GraphicsGale for pixel art, it is possible to create fast linear gradient between two colors in the palette.
