Wouldn't she cause a lot of questions from the police and other governmental structures? From their point of view Sunset would be considered an illegal immigrant. Correct me if i'm wrong.

Maybe she found the human Sunset and killed her, taking her place. Then she could fake amnesia or something and nobody would suspect anything, unless the body turned up.
