There's a post office and I guess Twilight could come up with an alternate spell but that works.

Yeah there's a postal system. Considering Gabby worked for them later in the series it likely has a decently far reach. I imagine the dragon system is just to signal to Celestia that something is important, since she probably gets a lot of mail, but only her students really have access to dragons.

There are 3 ways i can think of where ponies transport mail:

1. Using dragon fire

2. Delivering to the castle

And 3. Just straight up throwing the mail at the castle

Honestly just give the letter in person. Save the time form sending letters to each other and also you have a nice train ride or just walk there if you want to enjoy the view. Lastly just be lazy and teleport there.
